The city of Washington is in the District of Colum-bia on the Potomac River. its population is more than 3.4 million. The US Congress meets in the Capitol, where government off I cers discuss new laws and make decisions. Under the constitution the states delegate much of their sovereignty to this central government in Washington. But they keep many important powers for themselves. Each of the 50 states, for example, retains the right to run its own public school system, to license its doctors and other professionals, to provide police protection for its citizens and to maintain its roads.
