маловероятен, но возможен вариант: 'he said he knows that girl'.
в первом случае: "он сказал, что знал ту девушку". действие относится только к тому конкретному моменту в прошлом.
во втором случае: "он сказал, что знает ту девушку". действие продолжается до настоящего момента, он до сих пор ее знает.
однако принято согласовывать времена в предложениях (т.е. переводить в прошедшее время в данном случае), даже если действие продолжается до настоящего момента, но носит личный характер (связано с опытом конкретного человека, т.е. не является научным фактом).
