Это не страдательный залог, а настоящее простое время. Причастие времени armed выполняет роль прилагательного после глагола-связки (to be) в the Present Simple Active Tense и определяет существительное bodyguards. Здесь оно не является частью глагола в страдательном залоге. Можно, конечно, представить смысл как "телохранителей вооружают", но наиболее адекватный смысл "телохранители вооружены".
His mother answered it was such sad news. She supposed that Harry wasn't very nice to them. She remarked that if a few people didn't like a person it might not be his fault; but if a lot of people didn't, there was usually something wrong with such a person and he really needed to change.
Harry agreed with his mother's advice. But he replied that he was too old to change. He said that he didn't want to go to school.
