Тогда они могут сказать про них "have been made", если про именно эти телевизоры или "were made", если про все телевизоры этой марки. A если мы говорим: "These televisions are made in Japan", то телевизоры этой марки до сих пор производятся в Японии. Гораздо чаще используется второй вариант: "These televisions are made in Japan".
